State seeks comments on HCBS Waivers

The North Dakota Department of Human Services Aging Services Division is seeking public comments on a five-year renewal of its Medicaid 1915(c) Home and Community-Based Services (HCBS) Medicaid waiver and on an amendment to its Medicaid 1915(c) Technology Dependent Medicaid waiver. 
 
The HCBS Medicaid waiver serves older adults and people with physical disabilities who are 18 years of age and older.  The Technology Dependent Medicaid waiver provides service options for individual 18 years of age and older who are ventilator-dependent for a minimum of 20 hours per day.  Both waivers provide services and supports to people in their own homes and communities and help to delay or divert institutional care. 
 
The proposed waivers will change oversight authority from the department’s Medical Services Division to the Aging Services Division to better align services and supports that are available to older adults and individuals with physical disabilities.
      
The draft waivers are available online at www.nd.gov/dhs/info/pubs/medical.html. Copies are also available upon request.
 
The department will accept public comments on both draft waivers until 5 p.m., Central Time, on Wednesday, Dec. 28, 2016.
 
Individuals can submit comments by emailing dhshcbs@nd.gov, calling 701-328-8915 or ND Relay TTY 800-366-6888, or faxing 701-328-8744.  Comments can also be sent to the North Dakota Department of Human Services, Aging Services Division, Attn: Jennifer Schlinger, 1237 W. Divide Ave., Ste. 6, Bismarck, N.D. 58501.
 
The department will submit the draft waivers to the Centers for Medicare and Medicaid for approval with a proposed effective date of April 1, 2017.
